Project Background
Property owners in the North Latoria Corridor Area have expressed interest in developing. The City would like your input to help create a vision that protects natural assets like Latoria Creek, accommodates multiple modes of transportation and guides future growth along this route. This process will be informed by further engagement with stakeholders, Colwood residents, staff and Council.
The North Latoria Corridor Area consists of 7.7 hectares of 13 privately owned lands as shown below below in Figure 1. (10 of these 13 property owners have already contacted the City to talk about development opportunities.)

Phase 2: Planned Activities (In Progress)
This project phase is currently in progress and is anticipated to conclude in Fall 2024.
The City will be developing land use concepts for the area, based on existing policy direction and engagement results from Phase 1. In the coming months, the project team will consult with Council, stakeholders and the public on these land use concepts through a variety of ways, including:
Stakeholder Workshops to learn about the views, interests and concerns of various groups and individuals, including landowners/developers of properties in the area, community groups, NGOs, government agencies, and other stakeholders who might have an interest in the area
Council Workshop to learn about Council’s views, interests and concerns
Ideas Fair in April to share an update with the public about the project and keep them informed about upcoming opportunities to provide input
Community Engagement Events this Fall to learn about the public’s views, interests and concerns
Online Feedback Forms this Fall to learn about the views, interests, and concerns of stakeholders and the general public
Phase 1: Outcomes (Complete)
The first phase of the project began in 2022 and involved a review of relevant policies and documents, along with public engagement to introduce the project and ask community members what they envisioned for the area.
Key areas of interest emerged through Phase 1. These included:
Importance of greenspace and landscaping – support for green infrastructure and green space, as well as trees and landscaping.
Active transportation facilities – the desire for improved walking and cycling facilities, including a network of pedestrian facilities and amenities for cyclists.
Support natural features and ecological areas – supporting and enhancing natural features such as Latoria Creek.
Improved vehicular traffic flow – changes to Latoria Road and surrounding intersections to improve traffic flow.
Process
The overall process for developing a vision for the North Latoria Corridor Area consists of four project phases as detailed in the figure below.
